OVERVIEW Climate change threatens to increase and deepen poverty in the
developing countries and impede the achievement of development goals.
Climate negotiations therefore have a great impact on the living
conditions and future of people living in the developing countries.
The responsibility for the mitigation of climate change and
adaptation to it is both a question of justice in the relations between
the South and the North as well as a huge funding challenge. A solution
has to be found during the next few years to how the climate measures in
the developing countries will be funded. The solutions should be based
on the premise that the new money flows promote socially just and
ecologically sustainable development.
It is important for the people and organisations working with
development policies and development cooperation to be familiar with the
debate and decision-making about climate policies. The report No
