Richard Steiner is an environmental consultant, formerly professor of environmental policy and marine conservation at the University of Alaska. He has worked on and published extensively in the field of oil and environment globally for decades - in North America, Europe, Africa, South Asia, Central Asia, the Middle East, and Russia. He is a biologist with extensive experience in spill prevention / response, and the environmental impacts of oil development. He conducted site-visits to the Niger Delta in 2006, 2007 and 2010, investigating the relationship between oil development, environment, and social issues. He drafted the United Nations manual on oil spill damage assessment and restoration, and served as the oil spill expert on the Independent Scientific Review Panel constituted by Shell through IUCN to review Shell’s offshore oil projects in Sakhalin Island, Russia. And he is a member of the IUCN Commission on Environmental, Economic, and Social Policy. This report was produced with the limited amount of information available at the time of writing.
